The recent concern for transformation, reconstruction and service delivery, requires much attention to be given to the efficiency, effectiveness and productivity of public service organizations and the management techniques applied. Efficiency, effectiveness and productivity management within public service organizations has evolved mainly around, not only the managers or the organizational setting alone, but the management techniques. This philosophy, attempts to link an increase salary to measurable improvements in international public administration. Inevitably this philosophy has permeated South African public service organizations. Executive public managers, in the new millennium should engage in a business-like approaches to management. That is, public service organizations must evaluate and adopt techniques, approaches and concepts that improve the public systems, processes and resources utilization. This includes contestability, outsourcing, output measurement, focusing on quality services provisioning to customers that demand value for money, devolution of authority and operational units.
