Governments don't make money. They spend money. To do that, they have to collect money. Cleet Dixon and family find out the hard way when IRS agents knock on their door at dawn.

Special Agents Michael Cranfield and Frank Masters have problems of their own. The taxpaying public would never see them if they paid their taxes when due. But life involves dealing with other people and about much more than collecting money for Uncle Sam.
