Garth Sutton, a serial killer, was found guilty of multiple murders. The organisation, the People's Justice become involved in his case. Sutton undergoes a mind-sweep, a procedure which extracts a subjects memories. These are then made available to the public to view through the PJO's mind vault. Anna and Heather are patients at the Shoreland Centre, where they have been undergoing reconstructive surgery and counselling, after suffering horrific injuries. They befriend Jessie, another patient in their bay. Jessie watches Sutton's memories using a vault information visor and becomes obsessed with his disturbing crimes.
