A Paleobotanical wonder is discovered and it's called Blue Water. It seeps from its fatal beginnings in the Antarctic to its miscalculated use in a Carson City reservoir with tragic results. It then moves on to Luton, England where it's expected to bring the British Prime Minister to bargain away Northern Ireland. Its spread inspires an Arab terrorist to make all of Europe a bargaining chip for his dream of Palestine becoming a new nation. Captain Eric Stone is charged by the President to stop the blackmail of international heads of state. Alice Justice TV news reporter decides to pursue for her career and viewers the dangerous and near fatal course of the Blue Water.
