In 1980, a San Diego lawyer named DEXTER FRYE, jumped off the Coronado Bay Bridge and into history. More than 30 years later, police and government officials involved with that incident are being brutally murdered. The killer is taunting the police by advising them of his murder list and leaving a Dexter Frye business card at each murder scene. As the killings become more difficult to accomplish, the killer unknowingly enlists the assistance of a terrorist bent on bringing San Diego to its knees.
